Brief:

Attractive but obvious navigation for "non web savy" readers. Keep file sizes to a minimum.

Thinking:

They are fully interactive PDFs with links to next pages, external websites, print & zoom buttons. The regular window stuff at the top of a document window is hidden and displays in a fullscreen mode.
